Board Committees and Membership

Board policy BDB(LOCAL) Board Internal Organization – Internal Committees (Opens in new window) provides for the creation of internal committees to facilitate the efficient operation of the Board. Committees of the Board serve in a purely advisory role, with no power to take action or direct public business, which can only be done by a quorum of the Board at a public meeting. Committees are established by Board action and trustees are elected by their fellow Board members to serve on committees.
In addition to serving on internal Board committees, trustees also represent the Board on several District and community committees, councils and boards.
Audit & Budget Committee
- Members: Doyle Corder, David Nance, Don Powell
- Purpose: Consists of at least one Board officer and two other Board members. The purpose of the Board Audit & Budget Committee is to serve in an advisory capacity by reviewing internal and external financial audit processes and reports, as well as participating in discussions related to financial planning, oversight, and budgetary matters to support fiscal accountability and transparency.
Policy Committee
- Members: Connie Brown, Doyle Corder, Don Powell
- Purpose: The purpose of the Board Policy Committee is to establish policy review and adoption priorities; make recommendations for Board action on policies including the creation and amendment of policies; review policy concerns raised by stakeholders to ensure compliance and fairness
Facilities/Property Committee
- Members: David Nance, Steve Trafton, Tom Warren II
- Purpose: The purpose of the Board Facilities/Property Committee is to study issues around the use and disposition of certain District properties and to assist the Administration in evaluating current District facility needs and improvements.
Community and Governmental Affairs Committee
- Members: Jon Mark Beilue, Doyle Corder, Don Powell
- Purpose: The purpose of the Community and Governmental Affairs Committee is to cultivate relationships with elected officials to open lines of communication and increase opportunities to advocate for the interests of AISD; to unify the messages individual trustees convey to legislators in their individual efforts; and to monitor and review legislative actions to inform advocacy efforts.
District Committees and Community Boards
The following trustees have been appointed by vote of the Board to represent the Board on these District committees and community boards:
- Districtwide Educational Advisory Council (DEAC)
- Members: Doyle Corder, Steve Trafton
- Info: It is not a legal or state requirement to include a member of the Board on DEAC, but the Board has chosen to annually select at least one of its members to attend meetings of this council as a representative. DEAC must meet at least twice a year. Education Code 11.251; BQA(LEGAL) and BQA(LOCAL) Planning and Decision-Making Process: District Level; and BDB(LOCAL) Board Internal Organization – Internal Committees.
- Purpose: DEAC advises the Board in establishing and reviewing the District’s educational goals, objectives, and major districtwide classroom instructional programs. The committee is composed of members who represent campus-based professional staff, District-level professional staff, parents, businesses, and the community.

- District Safety and Security Committee
- Members: Jon Mark Beilue, Connie Brown, Steve Trafton
- Info: Policy CK(LEGAL) Safety Program/Risk Management states, “In accordance with guidelines established by the Texas School Safety Center, each district shall establish a school safety and security committee.” The Board president and one other Board member are required to serve on this committee. This committee must meet at least three times a year.

- School Health Advisory Council (SHAC)
- Members: Jon Mark Beilue, David Nance
- Info: It is not a legal or state requirement to include a member of the Board on SHAC, but the Board has chosen to annually select at least one of its members to attend meetings of this council as a representative. SHAC must meet at least four times a year. BDF(LEGAL) Board Internal Organization: Citizen Advisory Committees; and BDB(LOCAL) Board Internal Organization – Internal Committees.
- Purpose: According to BDF(LEGAL) the Board shall appoint at least five members to the SHAC. SHAC consists of professional staff, parents, community members, and business representatives. SHAC reviews legal and local policies related to the District’s health education curriculum and discusses community organizations with whom the District partners to provide services and/or health education programs.

- Amarillo Education Foundation Board of Directors
- Members: Doyle Corder, Don Powell
- Info: The Amarillo Education Foundation was created almost 40 years ago to support the educational program of Amarillo ISD. The Foundation conducts several community fundraising activities to raise money that is then given to schools and teachers, primarily through the Building Futures Grants Program. Funding for the Amarillo Education Foundation supports Amarillo ISD students and teachers, but it is not directly collected or managed by the District. The AEF has a board of directors composed of community volunteers, and, per its bylaws, calls for two AISD trustees to serve as ex-officio, non-voting members of the AEF Board.

- City of Amarillo Downtown Tax Increment Reinvestment Zone (TIRZ #1) Board
- Member: Tom Warren II
- Info: The City of Amarillo requests that, as a taxing entity, Amarillo ISD appoint a Board member to serve on this Board of Directors. TIRZ #1 (Downtown) was established by the City of Amarillo in 2006 to help revitalize Downtown Amarillo and establish a dedicated revenue stream for facilitating new private investment and improving downtown infrastructure. - City of Amarillo East Gateway TIRZ #2 Board
- Member: Doyle Corder
- Info: The City of Amarillo requests that, as a taxing entity, Amarillo ISD appoint a Board member to serve on this Board of Directors. TIRZ #2 (East Gateway) was established by the City of Amarillo to focus on the development of new retail and entertainment venues in a specific area of East Interstate 40 (Big Texas Steakhouse and surrounding development) contributing additional property and sales tax revenue.
